Here's an easy one.

No, seriously, this one's super easy. And it can be done with almost any reasonably recent Photoshop version (CS and above, probably). Sure the effect isn't all that fantastic, but I'm sure it can be put to good use.

    Hm, I wonder if I can do this in paint.net. It has similar features to photoshop.
